I have prepared my report mainly based on the minutes of the Commission on Foreign Affairs, written between 19 March 1990 and 11 November 1992, on the recollections and comments of individual members of the Commission, on personal experience and on other material. I served on the Commission for the entire term of the Supreme Council. Therefore, the report may appear slightly subjective, although I have tried to avoid partiality, sympathy and antipathy.
